Josh has passionately pursued the call of God upon his life for the last 12 years. After two years of evangelism and youth ministry he and Marcia answered the call of God to plant a church in Troy, PA. Pastor Payne has a degree in accounting and finance and is also a graduate of World Harvest Bible College in Columbus, Ohio where he studied Pastoral Ministries. It was there that he met and married his wife Marcia. He is ordained through the World Harvest Ministerial Alliance. Most importantly he has a heart for God, a love for people, and a passion for sharing the Word.
Marcia Payne
Marcia is a graduate of Rhema Bible Training Center in Broken arrow, Oklahoma. After graduating she traveled extensively through out the United States facilitating evangelistic services and itinerant ministry. Marcia serves Victory Church in various capacities and her contribution is invaluable. Marcia is an ordained minister through Rhema Ministerial Association International.
In 2005 they became parents of a beautiful daughter. The passion of their lives and the vision of the church is reaching the world with the love and life changing Gospel of Jesus Christ. Their commitment is to raise up champions and reap the harvest.
Jolene Smyth – Victory Kids
“I love the Lord and I owe everything to Him. He has given me a joy and purpose to my life that just wasn’t a part of me before. Jolene is a graduate of Grove City College where she earned her Bachelor’s degree in Spanish and Communication Arts. She received her Teacher’s Certification from Mansfield University and earned her Master’s degree in Education from Bucknell University in Secondary Counseling. Jolene has served in Children’s Ministry for well over a decade. Her passion for God is contagious and her love for children touches hearts and lives every week. She truly is a reflection of the love of Jesus Christ! She and her husband Tom have three children.
John Wile – R3VOLUTION YOUTH

John serves as the R3VOLUTION YOUTH Ministry Team Leader. John, a native of Lebanon, PA, moved to the Troy area upon graduation from the Penn State University with his wife Jennifer. John and Jen have two children, Simon and Gwendolyn. John’s true passion is encouraging and mentoring people, especially high school aged youth. He finds no greater joy than planting the seed of the Word of God into the hearts of the next generation and watching it grow and flourish into a living faith in Jesus Christ.
